Encoding problem or what? Can't find some names.

I have problems at searching İZBEL or ÇAĞLAYAN from the attached searchable pdf. How to search these names?

RTT:
If you open this PDF in the PDF View, text only mode, you will notice the extracted text is not correct for many of the words, these two included. That's why searching for these names fails. I need to improve the text extraction code.
