Localization of 'Add new data' in Details pane

Tested right now, and worked fine. You have to register it from an elevated command prompt, running this command

(change the path to the PDFShellTools.dll, accordingly to your system)

Take note that using the manager to edit settings, that interfere with this file, will revert back these manually done changes.
